The Hudson River-Black River Regulating District welcomes the opportunity to work with you.

HRBRRD enters into contracts for construction, services, and commodities that are needed to fulfill its mission. All procurements are conducted in accordance with State laws and procurement guidelines. We encourage the participation of Minority and Women-Owned (MWBE), Service-Disabled Veteran-Owned (SDVOB), and Small Business firms as either prime or sub-contracting vendors. The District’s annual goal for MWBE participation is 30% and SDVOB is 6%.

MWBE Program

Pursuant to Article 15-A of the Executive Law, the MWBE program is a state-regulated program that promotes business opportunities on state contracts for minorities and women. Construction contracts valued at $100,000 or more and service and commodity contracts valued at $25,000 or more must be assessed for MWBE goals.

SDVOB Program

Pursuant to Article 17-B of the Executive Law, the SDVOB program is a state-regulated program that allows eligible Veteran business owners to become certified as SDVOBs in order to increase participation in New York State’s contracting opportunities.
